According to Adobe help center, we find that MKV isn't in the list of Premiere Pro supported file formats. In fact, MKV was a native support format in Adobe Premiere Pro CC 2018 12.1 and earlier, although any official announcement about this improvement can't be found. Below are words quoted from Adobe's blog:
As MKV was a native support format in Adobe Premiere Pro CC 2018 12.1 and earlier, you can import MKV files to the earlier versions. Also, after converting, you can import any video format to Adobe Premiere Pro for editing. So, below are detailed steps to import MKV file and other videos to Premiere Pro for your reference.
Then go back into Adobe Cloud and request the download again. It doesn't hurt to do this all in Safe Mode if you are really concerned. Also booting into Safe Mode rebuilds the kernel and fonts caches and prevents the loading of various things. You just can't stay in Safe Mode after you reinstall Premiere Pro because your audio and video capabilities and graphics processor probably won't be functional.
The download size and complexities of Adobe anything are a bit of a headache to deal with which results in me never having anything up to date. Also, you could *try* downloading the Beta version of Premiere Pro or any Adobe software from the Adobe Cloud app. There's a section in there like under Downloads or something where the Beta version can be downloaded. If not you there should be a link on their website somewhere. Depending on the update I've had times when the main version will have a bug that makes it crash or whatever and the Beta one works just fine and vice versa. It's the same features and layout for the most part btw. Also be sure you're on the latest versions of any software and macOS.
Adobe uses literally thousands of scripts, executables, open source code, dynamic libraries and those type things that many times they themselves didn't create and many more they did which is why the downloads are so massive. That said there are legitimate security vulnerability that come with the territory that have been exploited (yes of Macs) so it's possible that's also an issue.

My laptop has an Intel integrated GPU and a Nvidia Gtx960M GPU, however premiere pro will only use the Intel GPU for rendering, even if I have set the renderer to be CUDA and forced premiere to use the Nvidia GPU in Nvidia settings.
I'm using a Surface Book 2 with a 1050 and had similar issues (tried do disable the Intel 620 as well). I opened CMD and ran gpusniffer.exe. I got the message that the 1050 wasn't being used because the driver was out of date. Long story short. I went to NVIDIA and downloaded the current drivers directly. Now it's working. However, it seems that Premiere was using the CPU, Intel and Nvidia GPU's. Not sure if each was handling different aspects of the encoding/rendering. But the NVIDIA card was only utilized to 20% of capacity. While the CPU and Intel GPU were 30-80% respectively.
The solution provided by Bernard Mulligan did NOT work for me. Also, if it's a Surface Book 2, we can't just download drivers from the Nvidia page - they're (solely) automatically provided via Windows Updates. Even if OP tried to download, the NVIDIA installer would not recognize the 1050 aboard. Please provide a solution because after searching through many forums it seems like LOTS of people have this same problem. You can't choose CUDA anymore in Project Settings. Premiere only uses the integrated graphics. If you try to disable the integrated Graphics (Intel 620) Premiere will use CPU only and setting Premiere to use the 1050 in the Nvidia Control Panel does nothing either. Nor does disabling OpenCL for the Intel chip in RegEdit.
Simply go to device manager and temporarily disable integrated GPU, worked well for me on laptop with HD 620 and external GTX 1080. I disabled HD 620 so premiere had no choice :-). Guessing what is gonna happen when you disable the integrated one and disconnect the e-GPU....
Same here, Alienware 17 R4 nvidia 1070 + intel HD630. tried different solutions no success, still using integrated GPU. But if I scrubble on a 4k clip playback outside premiere (movies & tv for example) Nvidia GPU reaches 100% and work smoothly. Inside premiere if I try to do the same is awful, the same on rendering. I may move to Mac and final cut.
Having the same issue. Just did the update to version 12.1.2.Now my timeline plays all glitchy and freezes. Pulled up Task Manager and Premiere Pro is maxing out my 16BG of memory and only appears to be using the Intel HD Graphics 530 GPU instead of the Nvidia Quadro M1000M. Never had an issue until now! Please fix ASAP

MKV was natively supported in Adobe Premiere Pro 2018 12.1 and later, but there is no place to find any official announcement about this improvement. And till now, MKV has not been added to the official supported format list. Adobe has claimed to remove support for MKV since Premiere 2019 13.1.3. In fact, Adobe's previous MKV file format support was limited to decoding for playback. And they have never offered support for encoding MKV, and overall usage of this format has been very low.

Recovery from this involves uninstalling all AJA files (some manually), reinstalling the AJA Desktop Software package, and clicking on Allow for AJA Video Systems developer.\u00a0\r\n\r\n\u2022 Recovery from Installation Approval Failure (2nd Level if necessary)\r\n\r\n1. The identification of AJA as a trusted developer is \u201cgrandfathered in\u201d to High Sierra.\r\n\r\n\u25e6 macOS High Sierra First AJA Desktop Software Install\r\n\r\n- No problems should occur if your Mac is running High Sierra macOS, you install AJA Desktop Software for the first time, and you follow the instructions shown during installation (Figure 1).\r\n\r\n- Do NOT click OK (Figure 1).\u00a0\r\n\r\nFigure 1 \u2014 First-time installation on macOS High Sierra\r\n\r\n\r\n\r\nInstead, click Open Security Preferences (or go to System Preferences>Security and Privacy) and then click Allow for AJA Video Systems (Figure 2).\r\n\r\n\r\n\r\nFigure 2 \u2014 click Allow for AJA Video Systems\u00a0\r\n\r\nNOTE: If after successful installation, you remove AJA applications from your computer using the AJA Uninstaller developer identification is retained by macOS High Sierra. Reinstallation should proceed without any problems. \r\n\r\n\u2022 Recovery from Installation Approval Failure:\r\n\r\n\u25e6 If you clicked OK during installation and skipped the developer approval step, the AJA Desktop Software installation will complete, but macOS\u2019 GateKeeper security will prevent AJA\u2019s device driver from loading, and AJA devices will not operate (Unsupported AJA Device).\r\n\r\n\u25e6 Apple has allowed a time window, within which you can belatedly approve a developer after installation. If you go to System Preferences>Security and Privacy, within 30 minutes of installation, the developer message and Allow button will be available for use. Recovery from this involves uninstalling all AJA files (some manually), reinstalling the AJA Desktop Software package, and clicking on Allow for AJA Video Systems developer.\u00a0\r\n\r\n\u2022 Recovery from Installation Approval Failure (2nd Level if necessary)\r\n\r\n1. Run the AJA Uninstaller, located in the AJA Utilities folder in the Mac Applications folder.\r\n\r\n2. Access the Users Library, which is hidden. To access the library:\r\n\r\n3.
